Building Capacity to Reinforce Regulatory Compliance and Enforcement

Over two days, on 11 and 12 October in Paris, regulatory employees from MEDREG members took part in a training titled “Implementation of regulations: from legislative frameworks to tools of policy execution” which explored the specific challenges and opportunities of implementing energy regulations.

 

Kindly hosted by our French member, the Commission de Régulation de l’Energie (CRE), the training focused on practical tools and strategies for regulatory compliance and enforcement, while tackling multiple topics.

 

On the first day, participants were introduced to the regulatory outlook, a study which provides an overview of the regulatory framework applied to the energy sector in the Mediterranean countries, in terms of independence, competences, internal organisation, enforcement, transparency, and accountability of the energy regulatory authorities. Attendees also got acquainted with the latest evolution of national, sub-regional, and regional electricity markets in our region, through the presentation of our Mediterranean Electricity Market Observatory (MEMO+) report.

 

Then participants examined the use of sanctions and incentives as regulatory tools and focused on the specific tools and strategies that regulators can use to promote the development of renewable energy (RE) sources. They also gained an understanding on the power of regulators and their ability to enforce compliance through sanctions along with the strategies and best practices for handling the complaints that they receive from the stakeholders.

 

On the second day, trainers addressed how to enhance regulatory compliance by using the adequate monitoring tools. Additionally, discussions revolved around mechanisms that deal with emissions control such as the CBAM. The participants had a chance to hear the TSO and DSO perspectives on the implementation of regulations, and what are some of the difficult points they sometimes encounter during the process.

 

By the end of the training, participants gained a comprehensive understanding of the key elements of energy regulatory implementation, and practical tools and strategies for regulatory compliance and enforcement that they can bring back home in their national context and daily work.
