From 10 to 12 June, 18 regulatory staff from 10 different Energy Regulatory Authorities, all MEDREG members, participated in Milan in a 3-day-training organised by MEDREG on the topic of the Scope and Role of Regulation.
Through interactive lectures given by energy regulators, academics and professional from energy companies, this training considered and provided answers to the main questions that characterise the debate on regulatory institutional framework and competences, dealing with the different existing alternatives to regulate the electricity and gas sectors.
This course offered a comprehensive and up-to-date view on the regulatory models that can govern electricity and gas markets and illustrated the pros and cons of each of them. The course balanced theory with practical case studies as well as a group work, enabling participants to get to know each other better and create lasting relationships as regulatory peers of the Mediterranean.
The course covered a wide range of topics related to regulation including licensing and concession regimes, infrastructure regulation in developing countries, regulators’ relation with their market stakeholders as well as the latest regulatory trends in the energy market.
Sharing their impressions about the course, participants stated the following:
“Excellent training! The lectures were informative and fruitful and we will definitely examine the implementation of some of the models presented at the training in the Israeli electricity sector.”
Aviad Drori and Oren Ben-Shimon (PUA, Israel)
“This training gave us the adequate regulation tools - inspired by EU best practices - to build a viable market for renewable energy in Lebanon, to facilitate investment in the sector, and deal with the high uncertainty of the Lebanese reality”. Rani Al Achkar (LCEC, Lebanon)
“The training organised by MEDREG allowed us to harmonise our vision with the one of the other Mediterranean countries and to exchange with them on their experience gained from the opening of the market that is ongoing in their respective countries.” Imed Eddine Khenfri and Kahina Messaoudene (CREG, Algeria)
“The MEDREG training was very interesting and the discussions were truly inspiring. We particularly enjoyed the visual illustrations, which made the content easily understandable.” Wala Okasha and Nansi Karashai (EMRC, Jordan)
The next MEDREG’s training will be jointly organised with Med-TSO and address the regulation of infrastructure investment in Rome on 10-12 December.
