MEDREG initiative to support EU Twinning Projects on energy regulation

Gathered in Milan on 18 October 2016 at the initiative of MEDREG, European and Mediterranean regulators shared their experience of regulatory twinning projects in order to take stock of its benefits and challenges, as well as the state of play and possible ways forward.

The participants included the regulators currently implementing twinning projects in the Mediterranean region: EgyptERA (Egypt), RAE (Greece), AEEGSI (Italy) and CREG (Algeria), CNMC (Spain), E-Control (Austria), as well as EMRC (Jordan), ERE (Albania) and CRE (France).
Twinning is an EU-funded instrument that aims at fostering sub-regional and regional integration of the Mediterranean energy market through knowledge sharing.
Regulators stressed the crucial role played by MEDREG in promoting the twinning process among its members, in particular among its Southern shore countries.

Beneficiary countries of the EU’s twinning framework praised the very positive impact it has had in improving and reforming their energy regulation.
EgyptERA explained that its involvement in the process allowed the liberalisation of the Egyptian electricity market. For its part, CREG indicated that as a result of its participation in an EU twinning project, the Algerian regulator revised its support scheme for solar photovoltaic and wind energy resulting in an increased renewable energy capacity of 32% by 2030.

3rd MEDREG - ECRB Roundtable

Athens, Greece

The 3rd ECRB-MEDREG roundtable took place on 27 September 2016 in Athens, Greece, kindly hosted by RAE, the Greek energy regulator. The two organizations debated about their respective work on good regulatory principles and regulators' independence as well as discussed the regional initiatives of development in the Balkan and Mediterranean electricity markets. The discussion benefited from several case studies and a lively discussion.
Among the different topics MEDREG explained the work carried out on the voluntary peer-review of EgyptERA and the recommendations on good regulatory principle that resulted from this activity.

MEDREG Annual Report 2015

Mediterranean Energy Regulators perform an increasing number of activities and support the setting up of an efficient regulatory framework for electricity and gas markets in the Mediterranean region.
As the only Association representing the public authorities responsible for electricity and gas regulation of 21 Mediterranean countries, we strongly believe in the central role of independent regulators and will keep on developing recommendations and providing continuous support to our members in this respect.Thanks to the work performed so far to integrate and harmonize electricity and gas markets, MEDREG can be counted among the most relevant organizations in the Mediterranean energy sector.
In the future, MEDREG will increase its commitment to support national regulator in developing and strengthening their role.

The 21st MEDREG GA has welcomed several achievements that go in the direction of new partnerships for integrating Mediterranean energy policies and lay the foundation for further energy regulatory cooperation activities.

MEDREG is participating to the Africa Renewable Energy Forum

MEDREG has been invited to speak at the Africa Renewable Energy Forum (ARF), a major international energy event due to take place on 2-4 November 2016 in Marrakech, to discuss the role of regulators in developing renewable energy in Africa.

ARF is a three day event focused on the development of renewable energy technologies for broad reaching energy access in agriculture and industrial development in Africa.

Gulefsan Demirbas will participate as a representative of both the Turkish regulator EMRA and MEDREG. She will discuss the regulators’ role to develop renewable energy in Africa, using legal mechanisms and innovative solutions from around the world. In particular, she will try to answer how regulators can help unlock the renewable energy development potential and the targets set at ARF, in an open dialogue between regulators and the private sector.

MEDREG Strategy 2020-2030

The Mediterranean region is currently lacking a harmonized and coordinated legal framework able to foster international energy cooperation. In order to promote the integration of Mediterranean energy markets, the European Commission came up with several proposals, in the perspective of the establishment of an EU-Southern Mediterranean energy community. This long term process will require the active involvement of all the concerned actors (political, economic, and regulatory) to pull and work together in the same direction.
