Regional Associations of Emerging Markets gathered in their 7th High-Level Meeting in Istanbul
On 30 November, this yearly high-level roundtable meeting for representatives of regulatory association from emerging economies saw the participation of ARIAE, ERERA, ERRA, MEDREG, who exchanged on the latest developments in the associations' activities and the new developments of regulation in their respective countries.

Gathered on 29 November in Istanbul for the organisation’s 26th General Assembly, MEDREG Members elected their new President Mrs. Gülefsan Demirbas, Head of the Strategy Development Department at the Turkish Energy Market Regulatory Authority (EMRA). Mrs. Demirbas, who acted as MEDREG Vice President in her former mandate, has been a long-time member of MEDREG Working Groups and is well aware of the organisation’s priorities and challenges. Mediterranean and Eastern regulators join forces on complaint handling, dispute settlement and consumer awareness
Chaired by Vice President Ms Wejdan AlRabadi (EMRC, Jordan), MEDREG’s 13th Consumer Working Group (CUS WG) met in Milan on 23 October to take stock of the progress made with the ongoing report and discus the priority issues to address next year.

Optimisation of the infrastructure, RES auctioning and smart grids are at the heart of MEDREG’s work on electricity and Renewable
Kindly hosted by the Spanish Energy Regulatory Commission (CNMC), MEDREG’s Electricity (ELE) and Renewable (RES) Working Groups met on 18 October in Madrid, gathering 19 participants from Albania, Cyprus, Egypt, France, Greece, Israel, Italy, Jordan, Lebanon, Portugal and Spain.
MEDREG is currently working on a methodology for Cost-Benefit Analysis (CBA) and Cross-Border Cost Allocation (CBCA) for the Mediterranean infrastructure projects, in close cooperation with Med-TSO.

Regulation can support electricity transmission network investments
MEDREG took part in the 110th Edition of the AEIT International Conference, kindly hosted by the Italian Polytechnic University in Bari. The forum addressed the challenges that must be overcome to stimulate innovative entrepreneurial initiatives and increase the competitiveness of countries in the fields of electricity, automation, telecommunications, and information technology.

We exchanged on the last energy regulatory trends at the 17th ERRA Energy Investment and Regulation Conference
MEDREG participated in the 17th ERRA Energy Investment and Regulation Conference, jointly held with the 9th Turkey Energy Summit on 9-10 October in Antalya.  MEDREG President Mr Alexandre Santos held several bilateral meetings with fellow regulators along with Turkish energy authorities while MEDREG Vice President Ms Gülefsan Demirbas chaired a panel on gas policies trends.

Algeria is getting prepared for its renewable energy auctions scheme
As Algeria is implementing its new strategy for renewable energy development, consisting, notably, in introducing tenders as a method to determine their renewable energy selling price, MEDREG organised a technical workshop to support the Algerian energy regulator CREG in this process.
Held on 2 and 3 October in Algiers, the workshop took into account the Algerian legislative framework and looked at how to include stakeholders’ view in the design of auctions, define appropriate requirements to participate in the auction and select a winner that effectively implements the project.

We exchanged with our UfM partners and discussed our support to national reform back-to-back the 9th International Beirut Energy Forum
MEDREG participated in the UfM Energy Platforms Steering Committee Meeting and held a meeting to discuss its support activities to regulatory reforms in the Southern shore as well as its contribution to the UfM Regional Electricity Market Platform (UfM REM Platform). Those meetings were held back-to-back with the 9th International Beirut Energy Forum, which gathers energy stakeholders every year in Lebanon to exchange on sustainable energy issues in the different parts of the Arab World and the Mediterranean.

We debated about the EU energy transit beyond Europe
Taking part in a debate on “EU energy transit beyond Europe” held at the 6th Vienna Forum on European Energy Law on 27-28 September, MEDREG advocated the role of strong energy regulation and shared the latest progress of Southern shore countries in that field.
Based on MEDREG’s experience in managing regulatory issues involving EU and non-EU countries, we stressed the relevance of infrastructure investment to bring Mediterranean countries closer together.

MEDREG trained its members to define efficient, fair and sustainable energy tariffs
A transparent, fair and affordable tariff structure is essential both to promote optimal short-term system usage and to guide efficient long-term demand-response. Sound gas and electricity tariffs convey clear information on responsibility in the incurred supply costs to the actors involved.
From 18 to 21 September 2018, 19 regulatory experts from Albania, Algeria, Egypt, France, Italy, Lebanon, Jordan, Morocco and Turkey came to Milan to learn how to set energy tariffs, as part of MEDREG’s training and support activities to its members.

MEDREG’s 25th General Assembly backed up the support of net metering in Palestine, the benchmark of disconnection procedures and good practices on gas tariff methodologies
The day after a workshop organised by MEDREG in Lisbon on the “Future of Gas in the Mediterranean Region”, MEDREG held its 25th General Assembly meeting in Lisbon gathering 19 Mediterranean energy regulators on 5 July. MEDREG members were updated on the progress made on the various deliverables planned under the Action Plan 2018-2019.

MEDREG Workshop on the “Future of Gas in the Mediterranean Region”
On 4 July, MEDREG held a workshop on the “Future of Gas in the Mediterranean Region” to inform further the work of Mediterranean regulators in this area. Hosted by the Portuguese regulator, ERSE, the event gathered gas experts from International Financial Institutions, the International Energy Agency, regulators, TSOs, policy-makers and industry, who shared their views on the current trends of the sector in the Euro-Mediterranean region and beyond.

We gave our views on the role of international financial institutions to deliver secure, affordable and sustainable energy
As part of a public consultation, MEDREG shared its view on the EBRD's five-year (2019-2023) Energy Strategy at a joint seminar UfM-EBRD held in Barcelona on 21 June. The consultation aimed at gathering views from energy Mediterranean stakeholders on the future of the sector and the role of International Financial Institutions (IFIs). The publication consultation was followed by a joint conference UfM-MEDREG for the presentation of the Mediterranean Energy Regulatory Outlook.

MEDREG welcomes further cooperation with regulators form the Balkans and Black Sea region
Participating in the 23rd Energy Community Electricity Forum on 7 June in Athens, MEDREG explained our ongoing collaboration with ECRB on consumer issues. The Forum concluded that the common membership of regulators in the Energy Community Regulatory Board (ECRB) and Mediterranean Energy Regulators (MEDREG), as well as their shared objective of regional electricity market integration called for close and intensified cooperation of the relevant institutions.

The Algerian Energy Regulator CREG welcomes MEDREG support to reform renewable energy prices
On 8 May, MEDREG President Mr. Santos met the President of the Algerian Electricity and Gas Regulation Commission (CREG), Mr Choual, with the aim to strengthen the current cooperation and to support energy regulatory reforms in Algeria. The Algerian regulator reiterated its interest in receiving support from MEDREG to establish a methodology to evaluate renewable energy prices resulting from tenders and auctions in Algeria. CREG would also be keen to receive support in the drafting of new secondary legislation and in the organisation of a TAIEX.

The Israeli gas regulator benefited from the Spanish and Turkish best practices to open up its gas distribution market
In the framework of MEDREG’s support to regulatory reforms in the Southern shore, Israel’s Gas Regulatory Authority (NGA) visited its Spanish and Turkish peers to study domestic household gas consumer connections procedures, from 8 to 11 May 2018 in Madrid and Ankara.
Given the current lack of a gas distribution system in Israel, the technical assistance organised by MEDREG aimed at enabling NGA to comprehend the supply of its domestic consumers in the coming years.

Egyptian and Portuguese regulators debate challenges and solutions for natural gas market liberalisation
MEDREG facilitated the organisation of a technical study visit held in Lisbon on 17 April between the newly established Egyptian gas regulatory authority (GasReg), and Portugal’s regulatory authority (ERSE), to address regulatory experiences regarding liberalisation of gas markets.

MEDREG Gas Working Group discussed good practices on gas tariff methodologies
Meeting in Milan on 17 April, the Gas Working Group acknowledged the finalisation of their activity related to competition indicators and market prices. The Group exchanged on tariff methodologies good practices which will be the subject of a report to be adopted later this year. Finally, the Group discussed its contribution to the UfM Gas Platform.

MEDREG plans its report on infrastructure, smart grid case studies, and support activities on renewable energies in Algeria and Palestine
MEDREG’s Working Groups on Electricity (ELE WG) and on Renewable Energy Sources and Energy Efficiency (RES WG) met on 28 March 2018 in Paris. The groups discussed a methodology for Cost-Benefit Analysis and Cross-Border Cost Allocation for the Mediterranean infrastructure projects; support activities to boost renewable energies in Algeria and Palestine and a compilation of national case studies to promote best practices on smart grids.

Participating in the seventh World Forum on Energy Regulation (WFER) between 20 and 23 March 2018 in Cancùn, MEDREG contributed and exchanged views on the latest regulatory developments, and provided insights of the energy markets in the Mediterranean countries. We also benefited from the sessions on the opportunities and challenges faced by the energy sector around the themes of innovation, empowered consumers, dynamic markets and sustainable energy developments along with international fellow energy regulators.
