MEDREG approved its new Action Plan for 2018-2019 in its 24th General Assembly
On 29 November, MEDREG gathered for its 24th General Assembly in Larnaca (Cyprus), approving the organisation’s new Action Plan for the two coming years, as well as important reports such as a Regulatory Outlook, the Mediterranean Electricity Market Observatory (MEMO), and a Benchmarking Assessment of Renewable data of 15 Mediterranean countries.

Regulators and Agencies for Energy Conservation to work hand in hand towards regional cooperation and sustainable energy transition
On 23 November, together with the Mediterranean Association of the National Agencies for Energy Conservation (MEDENER), MEDREG held a workshop at the European Parliament in Brussels to discuss how they can step up their cooperation with coordinated actions that concretely promote sustainable energy in the Mediterranean.

MEDREG met with Ministers and Energy Regulatory Authorities of Israel and Palestine to strengthen regional cooperation in electricity and gas markets  
In an official visit to Israel and Palestine on 15 and 16 November, MEDREG’s President and General Coordinator, Mr Alexandre Santos and Mr Fabio Tambone, reaffirmed MEDREG’s support to its Southern shore Members. They met with Dr. Yuval Steinitz, Israel’s Energy Minister (left photo), and with His Excellency Eng. Zafer Melhem, Palestine’s Energy Minister and Chairman of the Palestinian Energy Authority (right photo), to define and agree on concrete ways of supporting the two countries’ energy market and regulatory reforms.

In a conference organised on 30 October in Rabat by the German Corporation for International Cooperation (GIZ) on “Energy Market transformation: challenges and implication”, MEDREG shared its experience to support Morocco’s effort to reform its legislative and regulatory framework and support its ambitious low carbon energy objectives.

Regulation: a key ingredient to foster RES investments, agreed panellists at the UfM Energy and Climate Business Forum
Participating in the 1st UfM (Union for the Mediterranean) Energy and Climate Business Forum, hosted by the Egyptian Government on 18 October in Cairo, MEDREG advocated the crucial role of regulation and regional cooperation in supporting investment to representatives of governments, businesses and financial sector. The overall aim of the conference was to facilitate cooperation between the private sector, regulators and government officials to promote investment in renewable energy the Euro-Mediterranean Region.

16th ERRA’s Energy Investment and Regulation Conference
Diversity is a key strength of energy regulatory associations, stated MEDREG at ERRA’s 16th Energy Investment and Regulation Conference

On 25-26 September 2017, the Energy Regulators Regional Association (ERRA) held its 16th Energy Investment and Regulation Conference in Astana. The conference, hosted by the Committee on Regulation of Natural Monopolies and Protection of Competition under the Ministry of National Economy of Kazakhstan, was attended by 150 delegates from 31 countries and focused on key regulatory issues the energy sector faces in enhancing the energy security of supply while evolving to accommodate production from increasingly diverse energy sources. The conference discussed topics about the current status of the energy sector in Kazakhstan, opportunities in gas markets and competitiveness of LNG, the role of RES in meeting climate change goals and finally the changing energy market and its regulation.

EgyptERA celebrated the closing of its EU Twinning project in partnership with the Hellenic and Italian energy regulators
On the 24th of August 2017 in Cairo, the Egyptian Electric Utility and Consumer Protection Regulatory Agency (EgyptERA) celebrated the closing of its EU Twinning project in partnership with the Regulatory Authority for Energy of the Hellenic Republic (RAE), and the Italian Regulatory Authority for Electricity, Gas, and Water (AEEGSI). The project formed part of efforts to develop the Egyptian electricity sector under the auspices of the Ministry of Electricity and Renewable Energy and the Support to the Association Agreement Programme (SAAP) of the Ministry of International Cooperation, with funds from the European Union. The project was run over 19 months with a total budget of 1,225,000 Euros. The project’s closing ceremony was attended by His Excellency Minister of Electricity and Renewable Energy

Dr. Sahar Nasr and His Excellency Head of the European Union Delegation in Egypt Ambassador James Moran. Furthermore, ambassadors of Greece and Italy in Egypt along with representatives of the respective energy regulatory authorities of the two countries took part in the event.

5th High-Level Meeting of Regional Associations of Emerging Markets

Associations of regulators representing emerging economies met in Budapest on 11 July in the 5th High-Level Meeting of Regional Associations of Emerging Markets, an annual meeting organised this year by the Energy Regulators Regional Association (ERRA).

The meeting welcomed participants from 7 Associations representing developing markets from Africa, the Mediterranean, Latin America and Europe: African Forum for Utility Regulators (AFUR), Association of Latin-American Energy Regulators (ARIAE), ECOWAS Regional Electricity Regulatory Authority (ERERA), Energy Regulators Regional Association (ERRA), Mediterranean Energy Regulators (MEDREG), Regional Association of Energy Regulators for Eastern and Southern Africa (RAERESA), Regional Electricity Regulators Association of Southern Africa (RERA).

Offering a high-level exchange platform to develop cooperation and exchange of experiences in several areas of energy regulation, this customary annual meeting marked a progression in the relations among participating Associations, which agreed on the final version of a Framework Document, to be officially signed by the parties during the 7th edition of the World Forum on Energy Regulation (WFER) VII in Cancun in March 2018. This high-level event also enabled the participating regional Associations to update their peers on their latest regulatory developments and priority areas and to debate on the challenges associated to their new competences and characteristics.

19th Africa Energy Forum

As part of the 3-day event which took place from 7 to 9 June in Copenhagen, MEDREG President advocated the key role of regulation in leveraging investments in the energy sector in Africa. His position was echoed and reaffirmed by investors who stated that a transparent and stable regulatory framework offers the predictability, consistency and certainty they want. A demonstration of the link between the existence of strong legal rules in place and the investors’ attractiveness was given by Morocco. Presenting the country’s ambitious Renewable policy, the energy Vice-Minister stated that since the country had undergone deep structural reforms, all ingredients were there to attract investors. This statement was confirmed by the investors attending the session who unanimously applauded the extraordinary effort made by Morocco which has become an extremely attractive market for them.

MEDREG to launch the first tailor-made activities to support Southern member regulators
On 24 May, Mediterranean Energy Regulators gathered in Athens for the Association’s 23rd General Assembly. During the meeting, members debated the strategy and action plan for MEDREG in the medium term; discussed the development of tailored support activities for members’ national reforms; and approved a new communications strategy which will deepen and extend MEDREG’s outreach and the dissemination of its concrete achievements.

MEDREG explained how it supports infrastructure investments in RES and energy efficiency to Mediterranean and EU stakeholders
On 17 May, the Center for Mediterranean Integration (animated by World Bank) organized a conference to introduce the EU "Clean Energy for All Europeans" Package (also known as "Winter Package") to Mediterranean countries to debate on possible opportunities.
MEDREG, represented by Mr. Nicolò di Gaetano, Chair of the Institutional working Group, explained how the organisation supports national regulations and multilateral collaborations to contribute to infrastructures investments in RES and energy efficiency.
