20th General Assembly meeting
The 20th General Assembly (GA) meeting took place on 3rd December 2015 in Tirana, Albania, kindly hosted by the Albanian Energy Regulator (ERE). On this occasion, important issues have been discussed by the Members. The Cooperation between MEDREG and Med-TSO in the framework of the Euro-Med Platforms is progressing and the GA approved the creation of the Financial Sounding Panel for Energy Regulation (Med-FPE).
Advanced Training Course "Integration of renewable energy solutions in the Mediterranean electricity markets"
On the 23rd of November, RES4MED launched the second edition of the Advanced Training Course (ATC), in partnership with Enel Foundation, in cooperation with the Politecnico di Milano and under the patronage of the Union for the Mediterranean.
MEDREG participated to the opening session, praising the relevant work RES4MED is doing to develop the technical competences of energy professionals in the Mediterranean. Ms. Veronica Lenzi (MEDREG Research and Scientific Manager) recalled that both organizations are built upon a 'bottom-up' approach that focus on the concrete needs of the national enetgy sectors. She affirmed the relevant of increasing the exchanges between REA4MED and MEDREG to fine-tune the efforts in favor of liberalized and dynamic Mediterranean energy markets.
30th Steering Committee meeting
18th GAS WG meeting: The aim of this meeting was to present to members the result of the Gas Transparency Platform and approve the final draft of the deliverable on "Monitoring of compliance with the Guidelines of Good Practice (GGP) on TPA for gas in MEDREG countries". Also the GAS WG members approved the methodology on "Assessment of competition indicators and market prices within MEDREG countries". The Secretariat updated members on the latest development on UfM platform and the next steps that will follow. The GAS WG Chairman invited the Portuguese TSO REN (ENTSO-G member) to present the gas infrastructure map in Europe and how MEDREG can develop one for the Mediterranean region.
7th CUS WG meeting: Members of the CUS WG discussed and approved the final draft version of the report on Vulnerable consumers. During this occasion the first results of the Survey on Mediterranean Consumers Associations were submitted. The CUS WG members also discussed the idea of publishing the filled out consumers brochure with national data on MEDREG homepage.
19th INS WG meeting: The aim of this meeting was to present and discuss with members the Peer Review process and to inform them about the latest development in regard to the UfM platforms. The Secretariat also introduced members with the joint work that MEDREG and MEDTSO are doing on UfM Regional Electricity Market (REM) Platform. The WG proposed that MEDREG should play a major role in the cooperation with Med-TSO and the final position paper should be endorsed by the 20th MEDREG General Assembly scheduled on 3rd December in Tirana.
9th Communication Officers meeting: The meeting focused on how to improve MEDREG accountability and visibility at National level and on the second edition of the MEDREG Forum. Then the discussion moved on internal communication and on how Communication Officers could better contribute to support the activities of MEDREG Working Groups. Finally, in order to plan the next capacity building activities, the meeting has also been the occasion to discuss the themes that could be of interest at National level.
AEIT Annual International Conference on "A Sustainable Development in the Mediterranean Area"
The conference took place on 14-16 October 2016 in Naples, Italy.
AEIT, the Association Italian of Electrical, Electronics, Automation, Information and Telecommunications organized the conference under the auspices of the Parliamentary Assembly Mediterranean
Training course on "Tools and Methods to Implement EU Regulation 994/2010 on Security of Gas Supply"
This training took place on 12-13 October 2015 in Istanbul, Turkey. The training was organized by the Joint Research Centre (JRC) of the European Commission - Institute for Energy and Transport. MEDREG GAS Working Group members from Jordan, Palestine, Turkey, Greece, Albania and Montenegro attended this meeting, where Jordan and Greece were part of the panel discussant.
MEDREG Secretariat Mr. Bardhi Hoxha chaired the panel discussion on Mediterranean Gas Security of Supply.
18th RES WG meeting: The target of this meeting was to present the result of the first draft of the RES Benchmarking Report for 2014, prepared by CNMC-Spain. The WG members also discussed the proposed questionnaire from GSE, a state-owned company which promotes and supports renewable energy sources in Italy, and how they can implement it next year. This meeting has been the occasion to debate on the next deliverable of the Action Plan on Certification systems for origin of electricity from renewable sources and Combined Heat and Power (CHP). Members also approved to plan a joint workshop with RES4MED.
19th ELE WG meeting: The aim of this meeting was to present and discuss the first draft of the deliverable on "Performance indicators and penalties applicable to generators in case of failure of the power plant" prepared by CREG-Algeria and the first draft document on "Methodologies used by regulators to evaluate investment projects and investment plans" prepared by CRE-France. The ELE WG members also discussed on the cooperation between CEER and MEDREG on quality of electricity supply.
MEDREG Working Groups Meeting
The Electricity and Renewable working groups were hosted in Algiers on 6th-7th October 2015 by CREG, the Algerian Regulation Commission for Electricity and Gas. AEEGSI, the Italian Regulatory Authority for Electricity, Gas and Water hosted on 14th -15th October 2015 the Institutional and Consumers Issues Working Groups as well as the Communication Officers meeting. ERSE, the Energy Services Regulatory Authority of Portugal hosted in Lisbon on 29th October the Gas Working Group.
MEDREG's role in the Mediterranean regional financing energy infrastructure developments
The 14th ERRA Energy Investment and Regulation Conference took place on 5-6 October 2015 in Bucharest, Romania. The Conference was attended by 195 participants from 33 different countries and proven to be an excellent opportunity for a dialogue between the regulators and other stakeholders of the energy industry.
MEDREG President, Dr. Hafez El-Salmawy, moderated the panel on "Financing Energy Infrastructure Developments”. He took the occasion to present the investment report on interconnection infrastructures in the Mediterranean issued by the Association on July 2015, which provides the vision of MEDREG members on the main barriers to efficiently using existing infrastructure and financing new projects in the region.
MEDREG's contribution to the 5th ERC Annual International Forum
MEDREG Institutional Working Group Co-Chair, Mr. Nicolo Di Gaetano spoke at the 5th annual international forum organised by the Energy Regulatory Commission of Thailand (ERC). The conference, entitled “Regional Energy Alliance: Regulators' Insights”, took place in Bangkok on 1-2 October 2015 and provided a platform for participants, including policy makers and concerned authorities, energy regulators, experts, operators and academics, to exchange information and share best practices, latest developments on cross-border energy trade issues and regulatory challenges.
2nd ECRB – MEDREG Roundtable
The 2nd Joint ECRB-MEDREG Roundtable took place on 29 September 2015 in Athens, Greece.
The two organizations exchanged information and debated about the regional and national frameworks for investment promotion. Speakers on the MEDREG side included Ms. Marwa Mostafa (EgyptERA, Egypt), Ms. Veronica Lenzi (MEDREG Secretariat) and Mr. Almaiah Mohammad (EMRC, Jordan). A second part of the meeting focused on four case studies: Egypt, Croatia, Jordan and Macedonia.A conclusive document will be issued afterwards stating the ECRB-MEDREG priorities of work in light of the results of the roundtable.
RES4MED DAY "A step change in the deployment of Renewable Energy and Energy Efficiency solutions in the Mediterranean"
The event took place on 28 September 2015 in CAIRO, Egypt, organized in collaboration with RCREEE, the Regional Center for Renewable Energy and Energy Efficiency of the Arab League Countries.
MEDREG President, Dr. Hafez El-Salmawy attended as a speaker to this event.
CREG, CNMC and E-Control launch EU-Twinning project in the field of energy regulation
On 10th September 2015 in Algiers, Algeria, the Algerian national Regulatory Authority for Gas and Electricity (CREG) together with the energy regulatory authorities of Austria (EControl) and Spain (CNMC) launched an EU-Twinning project in the field of energy.

, MEDREG RES WG's member and Department Manager, License and performance evaluation at EgyptERA, discussed on renewable energy challenges and opportunities in Egypt and introduced MEDREG’s final report “Interconnection Infrastructures in the Mediterranean: A Challenging Environment for Investments” which provides the vision and recommendations of Mediterranean regulators towards a more efficient use of existing infrastructure and how to finance new projects. The Conference gathered investors, IPPs, Southern Mediterranean energy stakeholders, representatives of the financial sector, TSOs and technology providers to discuss expected trends in the Region.

MEDREG participated to the OME Conference: “Euro-Mediterranean natural gas market: prospects, challenges &opportunities
Following on the formal launch of the Euro-Mediterranean gas platform on 11 June 2015 in Brussels, the European Commission and the Observatoire Méditerranéen de l’Energie (OME) organized a back to back conference on "Euro-Mediterranean Natural Gas Market: Prospects, challenges and opportunities"
In addition to the high-level opening session, the event has been structured in 4 round tables concerning the role of gas in energy security and climate change mitigation; game changers; financing issues in the Mediterranean gas market; regional cooperation and Mediterranean gas hub.
The discussions underlined the importance of removing regulatory barriers and encourage investments in order to foster a deeper and more liquid Mediterranean gas market and ensure adequate security of supply to the whole region.
MEDREG was invited to round table 4 on Regional Cooperation and Mediterranean Gas Hub as discussant and was represented by the Chair of the GAS WG Mr. Pedro Verdelho
(ERSE, Portugal) who underlined MEDREG’s contribution to the establishment of an integrated gas market framework through the improvement of transparency, the proper usage of infrastructure, the harmonization of Third Party Access rules and the enhancement of cooperation among regulators.
The conference gathered high level participants from Mediterranean countries, stakeholders and partner institutions such as Eurogas, Société Générale, European Bank for Reconstruction and Development and the Energy Charter.

MEDREG contributes to the launching event of the UfM Gas Platform
The European Commission launched the UfM Gas Platform on 11 June 2015 in Brussels. The Platform, which benefits from the contribution of the relevant regional stakeholders, aims at open dialogue with the main Euro-Mediterranean stakeholders and improve mutual exchange in a context of strategic challenges in the gas sector.
The platform was presented by the European Commissioner for Climate Action and Energy, Mr. Miguel Arias Cañete, and Dr. Yousef Bataineh, Ambassador of Jordan to Belgium, alongside representatives of the Union for Mediterranean (UfM) countries and stakeholders contributing to the Platform.
The working priorities of the Platform include strengthening security of gas supply by promoting regional cooperation around gas exploration and production, supporting the development of necessary infrastructure and reinforcing regional gas trade exchanges. These goals aim at making the Mediterranean basin a major gas marketplace.

, supported by representatives of the GAS Working Group and the Secretariat, thus
confirming the strong commitment of the Association.
During the meeting, members and stakeholders approved in principle the terms of reference of the platform in view of the drafting of a structured roadmap by the end of the year.
